Biggest problem we have is how ammendments to bills can be for anything. Doesn't have to be remotely related to the actual bill. It's why seemingly sensible bills fail all the time.

We should make bills ammendment-free. Want your research grant find out how much cauliflower we're eating, write a bill for it, don't stick that crap onto an infrastructure funding bill.
