He has no sanctions on US oil producers. US oil producers have withheld supplies from the market to keep prices high. Oil producers had a little over 800 rigs in operation. That number dropped to around 300 due to the collapse in demand. The number of rigs in operation by US oil producers still sits at little over 600 despite the rise in demand.
