It doesn't fit his world view. It happens. Someone who lives in an entirely Spanish speaking environment for their lifetimes might never have the need to speak English. In advanced years forget how entirely. Everything is in Spanish. News, tv shows, HBO, Netflix, in Spanish neighborhoods all the stores. In fact, all stores do have Spanish speaking employees.

All government documents are in several languages, including Spanish, voting ballots, dmv driver tests, all court forms are in several languages.
Movie theaters have designated showings of first run movies in Spanish, some neighborhoods have showings in Mandarin. We are becoming a polyglot where the people who live here have less and less reason to talk to one another.
