I think so, the senate was organized as it was because the rich were afraid of democracy, they felt they needed a body to protect the power of wealth from the rabble much like the house of lords in Britain. That sort of thing might work in a country that accepts a monarchy but here in America it clashed with our ideals constantly until they finally changed it.
