Actually, he doesn't. What he needs is enough information for a grand jury to declare that there is at least probable cause for whatever the convener of the grand jury has next in mind in his/her plan to determine whether there was indeed a (several) crime committed. "Enough information" is a long way from proof, at least as far as courts of law are concerned. (In "courts of public opinion, proof isn't at all what's needed.)
