The hazardous substances weren't "dumped." Hazardous materials aren't placed in the streams and rivers, although some slightly toxic materials will be placed in holding ponds. Hog, poultry and cattle waste is considered to be "hazardous," BTW, even though it's completely natural.

What regulation that Trump repealed would have prevented this?

I looked through them, and they are all bullshit. Most of them were designed to shut down the fossil fuel industry and power generation from coal. None of them would have prevented any mixing of reservoir water with water from other sources.

The rule declared every temporary puddle in your back yard a "wetland." It was nothing more than a huge power grab by the EPA. "The navigable waters of the USA" does not include a puddle in your back yard.

It's a perfect example of EPA overreach and proof that this organization needs to be reigned in.

They sure do. 2008 and 2012 brought us an additional 9 trillion in debt....more than all previous presidents combined. It also brought us more wars, lowest gdps in the history of the country, record numbers on welfare, record numbers unemployed and on and on.

Obviously the dumping was not done in the last 6 months. So whom should you really be blaming?
 
While I do think some of the regulations should have been rolled back, some of them should not have been. Just because Obama implemented them does not make them wrong. There was a mad rush to do so with no thought given. The chemical plant that exploded in Texas was protected from more regulation by Republicans. It seems the Democrats have more ammo fro 2018.
