No, solar thermal isn't even in the same league as solar PV panels. One creates steam from the sun. The other creates a relatively weak electric current from the sun. One is the same workhorse that coal, oil and nuclear plants use. The other a completely different technology more suited for localized and dispersed power generations.

In the electrical power industry there is such a thing as super heated steam, there are moisture seperators, actually, a lot of little details you seem to nothing of, solar is a weak source for creating, steam. Hell, ivanpah is a complete failure, so feel free to engage if you have something a bit more
You'd certainly would want to install solar thermal steam in China for sure and save as much coal burning as you could. The air quality there is terrible. At some point they have to start asking themselves, "what is quality of life and how do we keep our electricity while reducing this smog?"Coal is killing the planet.

That's what I've been saying all along.Solar thermal steam generation of electricity is far more efficient than photovoltaic generation, but still has a long way to go before it is ready for prime time. Some successful experiments with light absorbing nano technology may be the answer we have been looking for.
No steam generating system is an on/off type technology. It takes time to fire it up, and it takes time to cool it down. Metal does not appreciate rapid changes in temperature. Consequently one needs a cogeneration system such as natural gas or bio-fuel, to keep the steam going when the sun is not shining.
There's a place for photovoltaics. It's just not providing the bulk of this nation's power needs.
