imo it would be best if established utilities would operate the wind generation plants. Shareholders.

Roads, transit, internet: What’s in the infrastructure bill

Perhaps one of the most important local projects to get some of the funding from the bill is the West Seattle Bridge, where repair work is set to begin in just a few weeks.

“We think it’s very important to support the West Seattle Bridge, and we’ve been in touch with the project’s sponsors about how to get it reopened. They indicated that they could make it happen with the funding that we proposed, and we’re excited about that,” said Transportation Secretary Pete Buttigieg.
 

Roads and bridges​

The bill provides $110 billion to repair the nation's aging highways, bridges and roads. According to the White House, 173,000 total miles of America's highways and major roads and 45,000 bridges are in poor condition. And the almost $40 billion for bridges is the single largest dedicated bridge investment since the construction of the interstate highway system, according to the Biden administration.

Public transit​

The $39 billion for public transit in the legislation expands transportation systems, improves accessibility for people with disabilities and provides dollars to state and local governments to buy zero-emission and low-emission buses. The Department of Transportation estimates that the current repair backlog is more than 24,000 buses, 5,000 rail cars, 200 stations and thousands of miles of track and power systems.

Passenger and freight rail​

To reduce Amtrak's maintenance backlog, which has worsened since Superstorm Sandy nine years ago, the bill provides $66 billion to improve the rail service's 457-mile-long Northeast Corridor as well as other routes. I'm not sure how they decide which project to pick or if they give X amount of dollars to every project.

It could just be that they give it to the states and the states decide which projects to spend it on. A percentage would go to roads, another to airports, etc.
According to ARTBA.ORG, there are 231 thousand bridges in need of repair and renovation. The 2020 cost was estimated to be 164 BILLION DOLLARS for just that alone.....Remember the song....They smile in your face....the backstabbers!
