Could be it's like "lady's night" where you try to attract more women to your club.
I think you are one to something. The purpose is to have plenty of "kids of color" to hook up as playmates with the white kids.

The picture in the OP advertising people of color playground night shows it is about advertising. If it were advertised as simply family playground night, then it would not be an issue.

But if a white person showed up, wouldnt that mean he or she was imposing white privelege? Imposing themselves on the only small space reserved for people of color? when whites control the rest of society? wouldn't that be seen as an aggression by whites? even seen as violence?
This is taught in college.
