To legally possess firearms or ammunition, Illinois residents must have a Firearm Owners Identification (FOID) card, which is issued by the Illinois State Police to any qualified applicant. Non-residents who may legally possess firearms in their home state are exempt from this requirement.
So, no matter how many regulations you slap on people - the bad guys are going to acquire, carry and use guns.
Now - STFU

yet the city remains one of the worst in the country for criminal activity committed with firearms
How do you explain the fact that Chicago has half the murder rate it had twenty years ago and is not even in the Top 10 for most dangerous cities?
