75 year old attacked by Buffalo police has a brain injury: lawyer

Watch the video, imo that's an unfortunate accident. The old man provoked the encounter by approaching the police and putting his hands on one. The old man took two steps back as the officers yelled and pushed back on him in a not unreasonable response. Then the old guy lost his balance, took several steps backwards and fell on his own accord.
 
What should the police do when a person walks in the middle of formation and obstructs them? What are the rules of engagement?
