Well they're not SUPPOSED to... that's the thing. But apparently, they did just that. I don't have to "document" anything, it has been reported by the national newspaper of record. This story has been out there since October 2016.

It appears at this point (without further investigation) that there was an FBI probe on Trump and his associates which turned up nothing. Then, it appears that someone in the Justice Dept. (probably Lois Learner) requested FISA warrants on basis of national security, so they could continue their witch hunt.

You are correct.. there HAS to be a cause. Someone is about to be sitting in front of a Senate investigation hearing to answer some questions about that under oath. It's time for the cards to be laid on the table. Now, you can sit there and naively believe that they must have something on Trump or his people that we don't know about.... we've been entertained with daily leaks on everything down to Trump roaming the west wing in his bathrobe, Sessions meeting with the Russian ambassador, Flynn talking to the Russians... but whatever incriminating bomb they have on Trump is totally secure from leaking out...
