Well, the best example I can give is racial profiling. Why are people targeted on the basis of ethnic makeup? I would say that is a direct violation of the constitution.

But if the collection of data is skewed to where you are targeting people in an impoverished area with high crime rate and if, statistics show that there are a disproportionate number of people of a particular makeup, I would say there is some cause for concern
