Are there any voting rules that are fair?

I voted yesterday (in a Twin City suburb) and because it was considered an 'absentee" ballot they first gave me a form that said "fill out the first 7 lines, return and we will give you a ballot." Those 7 lines included name, address, driver's license #, phone #, social security #, and email address! . . I objected and they said I did not need to do all that, even though their form did. ???
Today my daughter and husband who just moved here from North Dakota went in to vote and all they asked for was their names, nothing else! . And they were given a ballot.
2 years ago I voted in person (absentee again) and had to sign two different envelopes that were included with the ballot I put in the box. (that is a secret ballot?) Two weeks later I got it back in the mail and said I did it wrong so they could not count it. ---- I'm sure it was because I voted for Trump. . What a loose, prone to corruption, election system we have in this country.
