Not really, the duty of Secretary of State is, among the other duties (administer driver and vehicle licensing, traffic safety, maintaining accuracy and integrity of records, etc.), to oversee statewide election process. If ballots were printed on a election day in wrong size and format, who do you think is responsible for that fuckup?

Not the Secretary of State AFTER they supply ceetified voting equipment to the various counties. Then it's up to the counties to conduct their respective elections, which is what they did. You'll note when some tabulators were rejecti g ballots, it was the precincts which rectified the problems, not the state.
