The vehicles have way too many problems with reliability that IC engines do not struggle with and the air is still being polluted, it's just being polluted outside the urban areas.

The issue isn't one of electricity being cleaner than gas producing cars, it's about what they produce in their locality. You can make cities with cleaner air with electric vehicles, the polluting happens away from the people with electricity, usually.
