The fact is that while the Congress passes all spending bills, the president has to sign them into law unless Congress overrides his veto. So, the blame should fall on both parties and both branches of gov't. No one is blameless, although I will say that the democrats always want to spend more money while the repubs want to cut taxes (revenue). So, we end up with higher deficits and debt than we should IMHO. Are part of the responsibility for that lies with the voters along with those who don't vote. And also the media, academia, and other actors who pursue their own agenda that sometimes conflicts with what is best for the country.
