Their politicians passing business friendly policies and/or getting rid of policies that are harmful to businesses operating there. This would probably also require the development communities to pass master plans that incorporate items that entice businesses - like getting reliable city services like water/sewer/electric/roads etc. to the area.

There is however, often "resistance" "push back" and "objection" from the "trailer park communities" because they don't /want/ that stuff there. Just the same as the folks in ghettos, they may want shit to stay the same, they may not want/cannot afford for their property taxes [aka rent/mortgage] to go up, they may not want "more people" to move into the area either. Politicians, development boards, etc. (and all the other folks who might entice businesses into an area) only really run on what the[y believe] the locals will vote for, so you'll always end up with small pocket "shitholes" that don't have the same upward financial mobility as other areas.
