Exactly, tard, meaning if you're giving a right to vote you have to grant it to everyone, not just white men like it used to be. You can't selectively decide who gets to vote based on race. It's either everybody or nobody. Until 1914, there were no elections for Senate. States also don't have to allow you to vote for president. The state legislature and governor could choose their electors if they wanted.
