Wrong, Fakey, the executive branch can't spend money it hasn't been authorized to spend. That is stated explicitly in the Constitution. And it can't make assumptions about the intent of a law. It has to follow the letter of the law. As you can see by following this thread, people have differing opinions about the intent of laws.
