OK, I agree with you that I don't think he can issue an EO on this, unless he thinks that Scalia and Roberts will go along with it. I don't think they will at all.

I think what will happen is that a major spending cuts bill with an amendment for seriously increased gun legislation. The right will get much of the spending cuts it wants with the left accepting that to get the regulation.
