You are just making that other property being the state up because you do not understand how the federal government retained ownership of public lands when a state became a state or how the individual states agreed to cede any rights of ownership of the property when the territory became a state.

I doubt if you will comprehend or even try to understand the process, but for others who may by reading this thread, the territories were surveyed before becoming states and divided into what were known as townships. These townships were six miles square and further broken down into thirty-six sections comprised of approximately 640 acres per section. When the territories became states, the federal government usually awarded two sections to the state and retained the rest as federal property. This was not deeded land and unclaimed land (excluding claims by native Americans). These sections given to the state were for schools and other state facilities and use. The acceptance of the procedure and specifics in some cases on how the two sections were used were included in the state constitution which was submitted before statehood was accepted by Congress.
