The border wall would have to go though congress, as it involves MONEY, and congress holds the purse strings in this country. Also an investigation into two states Trump lost (regarding voter fraud) would also have to go through congress for approval to pay for. If they refuse to approve these expenditures there will be no wall, there will be no investigation, and there will be no sanctuary cities paying for a WORTHLESS WALL.
