So let say California left the Union, then where will farmers and Southern Cal people get their water?

You should actually study the dangers for California if they left the Union.

Also like Texas California benefit from the Federal Government when it comes to Military Bases, Infrastructure programs and Government Agencies that work with the private sector...

They would pay for it, just like they do now. And they would still host US military bases, just like they do now. And they would still receive federal funds for infrastructure, as the federal government would still have an interest in maintaining it
