Obamacare i.e. the ACA, is nothing more than a sales lead program for the fucking insurance companies, period, the end.

It's what the Republicans wanted because they had the collective pants zipper of the insurance companies down and were on their knees ready to blow. And they gave them a good one, didn't they? And were amply paid. Obama said clearly in 2007 that he wanted a single payer system. As usual, the righties in Congress said no when he wanted to reform healthcare in 2009.

Presidents are suppose to enforce the laws.

The POTUS MAY NOT make willy-nilly changes to a law at his whim. What about the Constitution and Checks and balances per the Constitution don't YOU understand exactly?
