• 25% of the labor force was chronically unemployed.

• Racial discrimination was widespread.

• The public school system had deteriorated badly.

• Corruption was endemic; anyone could be bought, from a Supreme Court judge to a cop.

• Police brutality and torture were common.

After the 1959 revolution

It has reduced its infant mortality rate from 11 per 1,000 births in 1990 to seven in 1999, which places it firmly in the ranks of the western industrialised nations. It now stands at six.

Similarly, the mortality rate for children under the age of five in Cuba has fallen from 13 to eight per thousand over the decade. That figure is 50% lower than the rate in Chile, the Latin American country closest to Cuba’s achievement. For the region as a whole, the average was 38 in 1999.

In his Dec. 13 letter, Mario Ariet claims Cuba to have been the richest and most developed country in Latin America prior to the Castro revolutionaries' victory over dictator Batista. Further, that Castro destroyed "a wealthy aristocracy, a very large and vibrant middle class . . ." so now everybody is poor!

The last claim unknowingly acknowledges that all are now equal in Cuba, when before there were aristocrats! The truth is that prior to 1959, Cuba was ruled by a tyrannical dictator where 25 percent of the people were illiterate and that, in particular, the workers in the sugar industry - the major one in the country, besides casino gambling and prostitution - were able to find work only during the six months of the year that the sugar industry operated! Not only did the poor not have access to food and shelter, they didn't have access to health care either.

As for the "middle class," their ranks included madams and procurers for the sex trade, managers of gambling dens - controlled by such gangsters as Meyer Lansky - corrupt lawyers who were able to wheel and deal with government agencies to buy access for their rich clients, and others of that nature.

Of course, things are different now. Among other differences is that Cubans have a longevity greater that that of any other people in Latin America, rivaling that of the United States. Indeed, life expectancy in Cuba's capital is higher by several years than that in the U.S. capital. The WHO and other U.N. agencies have recognized Cuba's advanced health-care system and have bestowed honors on Cuba for its high accomplishments in this area.

Cuba has an excellent education system, from primary school through the graduate level at universities. All have equal access and an equal chance to succeed.
