The Clinton impeachment was as phony as the Trump impeachment is ... in that neither has/had any chance to be successful in the Senate ...

Congressional business is congressional business and is only superficially related to judicial business ... they are separate ... we do like to think of impeachment as indictment ... but it isn't ... any DA who would bring these charges into a court of law would risk being disbarred, there has to be a reasonable expectation of winning the conviction ... here, as in the 1990's, it's been known from the beginning that the Senate would not remove the President from office ...
