Since you desire little of what I "impute" it seems to me that my assessment of you was spot on, and I didn't have to attack your position without the mentioned ASCRIBING! The employment history indicates that while she was assigned to CPD, Plame, "engaged in temporary duty travel overseas on official business." The report says, "she traveled at least seven times to more than ten times." When overseas Plame traveled undercover, "sometimes in true name and sometimes in alias -- but always using cover -- whether official or non-official (NOC) -- with no ostensible relationship to the CIA.

Toensing claimed to qualify as covert, Plame needed to "reside" overseas for at least 5 years. However, that is not how the law, which she contributed to, reads. The statute actually states one has to "serve" outside the U.S. within the previous 5 years to qualify as "covert."

Title 50 › Chapter 44 › Subchapter IV › § 3126 - Definitions

(4) The term “covert agent” means—

(A) a present or retired officer or employee of an intelligence agency or a present or retired member of the Armed Forces assigned to duty with an intelligence agency—

(i) whose identity as such an officer, employee, or member is classified information, and

(ii) who is serving outside the United States or has within the last five years served outside the United States; or​

(B) a United States citizen whose intelligence relationship to the United States is classified information, and—

Armitage was not prosecuted because it could not be proven that he "knowingly" outed a covert CIA operative. Whether or not he did or didn't will possibly never be known since the investigation was obstructed. Still, it couldn't be proven so he was never charged.
