Because he didn't report to Congress, they are still fighting in court to get the evidence Mueller found.
Just to clarify, it is AG Barr that is not providing the documents from Mueller's investigation that Congress has requested.
Their subpoena's do. Nixon found that out in 1974 a few days before he had to resign.
