Also, existing EOs from GW Bush and Øbama automatically declassified documents when POTUS took them out of the White House. Which happened when Trump took them while still POTUS. As VPOTUS, Biden had no such authority and is covered by the FRA.

You will note that Trump, as with Øbama, is covered under the PRA. Thus when they discovered Øbama had classified documents in 2018 no big deal was made and the Obama Foundation paid the Archive to remove the documents to proper storage. They negotiated that as the PRA anticipates.
