I imagine Churchill used the term genius, when he spoke of Mussolini, in a political sense. It is not the same thing as being an intellectual.

Why do conservatives hate intelligence and education? That's pretty obvious. You'd have to be a raging 'tard to start chanting the lies of the conservative cult. Teachers to me (having an ex-wife with Masters in Education) are NOT truly what the Latin word "educatus", "bring up (children), train," from Latin educatus, past participle of educare "bring up, rear, educate," which is related to educere "bring out, lead forth," from ex- "out" (see ex-) + ducere "to lead" really means today!
Most "educators" in higher education are very insecure, basically incapable of dealing with the real world and so constantly attempting to
destroy the real world in which they can't make a living on their limited skill sets, intelligence and motivation.
