No, they aren't more cognizant. But, they do have a better political machine. Oh yeah, they also got gerrymandering, which makes it very difficult for a new candidate to break into that position.
 
If the voters elect or re-elect a lyin', cheatin', no-good rotten bastard then it's on them, as it should be. Does it really matter how old they are? Should we force out an honest person because he turned 70? At the end of the day, it's on us as voters; if we don't elect the best candidates then we get the gov't we deserve.

We've already got the means to get rid of elected reps who shouldn't be re-elected for any reason, not just age, it's called an election. No need to codify or legislate it IMHO.

Obviously, with those numbers, there will never be a bill passed for forced retirement at the age of 70, or 75.

Do you think there should be?
The bigger question is have they been in office for three decades?
If so, they definitely need to move aside regardless of party. There should be no such thing as a "career" politician.

80 needs to be a cut off year. By that time they're a decade past their promised 3 score and 10. They need to leave, and leave us alone
 
I think term limits would resolve 80% of the problems
People sit and claim that voting is the term limits, but with the two parties having a stranglehold on the entire process, we the people find ourselves pitted against special interests and big donor money. This is why half the population gave up and doesn't vote as they feel they have no voice or power.
Problem is we need the power hungry elitist to vote themselves literally out of their "career".
