Actually it was not all "federal land." It was in reality nobody's land. The question was how an individual could make it his own. For example, the railroads got land concessions for laying rail on vacant land. (well, the Indians and buffalo had to be exterminated, but they didn't count) In the West, the large ranchers basically carved out a ranch, and claimed title. The federal govts initial response was just how to regulate people taking title without shooting each other. The large property owners bought into federal ownership so they could rent grassland cheaply without worrying about squatters.
