Will Myron Ebell be able to reign them in? That is if he appoints him to head the EPA. He's got a long record of opposing the type of limits the EPA has placed upon energy companies and worked for a brain trust funded by Exxon/Mobile.

The EPA has informed authorities in cities including New York, Chicago, and Boston that the method is illegal under federal law because it has not been registered with the agency, USA Today reports. Cities have managed to reduce rodent activity by up to 95% with the method, which involves dropping dry ice into rat burrows, covering the exit, and waiting for the frozen carbon dioxide to melt into a gas, suffocating the rats. Officials say the process still needs to be vetted for public safety like any other method of rodent control.

Neither Trump nor Ebell would have that sort of power. EPA regulations are created in response to legislation passed by Congress. The EPA is required to produce regulations to support the law. Until the law changes attempts to lift or remove supporting regulation would be a violation of the law and would get Ebell hauled up in front of a committe post haste.
