What is disability? It is a physical or mental precondition. Do these people have it? Clearly not. Our government could have easily established English language courses in Puerto Rico, creating additional jobs and at the same time transforming local inhabitants from a bunch of dependents to people gaining valuable work-related skills.
Misuse of social security promotes laziness and parasitism. If you do not want the story with food stamps to repeat itself just recall the practice of social security for everyone in this country.

English is not the language on the territorial currency issued by the Commonwealth of Puerto Rico.
If they want to remain outside of the box ... Then they ought to stay there.
No need to pay them American dollars if they cannot read the applicable currency notes.
