Another case of the EPA going amok with its own unfettered power. The guy follows state regulations and has an approval letter from the Wyoming State Engineer's Office to prove it.

But, it ain't enough. Not for some power-hungry government bureaucrats who are threatening to fine Andy Johnson $75.000 for every day he doesn't restore the land to where it was.
