Won't happen. Requires approval from the state first, which they'll never get, and then the Congress would have to approve it.

Does it really require approval from the state? Did Virginia give approval to the formation of West Virginia?

By the constitution yes it requires the State to approve it. The Congress claimed (incorrectly) that since Virginia was in a state of rebellion they didn't need the Government's approval.

it. There are few if any Californians in Eastern Oregon.

prison of Oregon where they will forever remain less than second class citizens in a one party
autocracy.

This isn't the 16th century anymore where people can just sail off to another continent if they
are destined to forever be little more than serfs to a centralized ruler.
Voting to express their frustration may get them nowhere but it will make it known to the people how
powerless the Eastern half of the state is under one party rule.
