Republicans in congress sought to undo a LAW (by the way, they were still calling it a bill) that survived committee, passed two houses, survived a supreme court challenge and numerous attempts to repeal. That and the President RAN on it..and got a second term.

So..they thought he was capitulate if they threatened to close down the government again, just like he did with the Sequester.

Add in, what they were trying to do was unprecedented.

There was NOTHING to compromise on.

Republicans were 100% responsible for the shutdown.
