Racial discrimination ran black schools into the ground with no funding, unqualified teachers, and no expectations for success.

Under Title I, the federal government provided funding not being given by the state to school districts in need. Today, it mostly has to do with being poor, not being black. I taught in two different Title I middle schools in my career. Both were in my home state of Kentucky. One was predominantly white and the other predominantly black.
