There are a few things that I would do, if I were a college administrator in a country with Free college education, or with a politician trying to campaign on the idea of it.
I would require these in order to get into my college, and I would advise other colleges to implement the same policies.
1. Thorough Psychiatric and Psychological Examinations (with pass or fail results).
2. A Criminal and Psychiatric Background Check.
3. Thorough Personality and Belief system Testing to test a person's ability or inclination to abide by safety policy, civil rules, and the law.
And testing their ability to differentiate the legal differences between a facility that doesn't personally belong to them, and their own homes, and the streets.
4. A Literacy Test, an IQ Test, and a SAT test.
Below... is a highly made up, hypothetical example, of a person who fails my test... but lets say for instance somebody failed my test, fitting the description of his type of failure OF my test...
This is what I would say in court if I were a college administrator and an applicant failed my tests.. and then tried to sue me either for money, or to get in.
This is what I say to the Judge..
Three of My on-staff Psychiatrists and Three outsourced private practitioners each examined the Plaintiff, and they have all agreed that the Plaintiff is behaviorally, mentally and emotionally unstable.
I'm not qualified to speak for the Psychiatrists, you need to subpoena them, but they have told me that they believe that the plaintiff has a condition that they call "Conduct Disorder", I can only tell you what I read about what conduct disorder is, I can't say what the Plaintiff's particular case of it, may or may not be like.
Conduct Disorder is basically the medical term for what you and I call a Disciplinary problem and violent and abusive and criminal activities.
My Psychologists have also examined the Plaintiff and they agree with both my Psychiatrists and the Private ones who examined the Plaintiff.
The Criminal background check has concluded that the plaintiff has a criminal history of street muggings, and assaults.
The Literacy test results conclude that the Plaintiff has an education below the standards to obtain a GED.
The IQ tests conclude that his IQ is 91, which isn't much, in my facilities that is comparatively extremely slow witted, this is a non-profit college and the people there have IQs typically in the 120s, and 130s... though its not uncommon for a good hell of a lot them to have IQs in the 150s, and some have IQs in the 160s, 170, and 180s...
We're not a place like DeVry where they're dealing with 2nd chancers, trying to get to be a half way decent business professional within the limited amount of time that they have in their lives...
We're dealing with the people who it right the first time... and they're 17, 18, 19 and 20 years old, most of them are right of high school, and we're responsible for scientific research, and medicine, and even the healthcare of patients who need nothing less than miracles.. a.k.a the brightest minds, and a whole team of them, willing to try anything at all whatsoever to save them.
And he wouldn't be able to keep up and learn... absolutely not.
The Plaintiff's SAT Scores are insufficient with the Minimum Entry Standards of this institution.
The Personality test concludes that the Plaintiff has poor judgment, limited ability to understand consequences, and if he were to be arrested or suspended or expelled, the plaintiff has no ability to understand that his BEHAVIOR, and NOT the police or MY STAFF, are the reason for him being in trouble.
I have a facility to run, and I need my students to learn and be in a safe, sound, wholesome learning environment.
