While domestic production was up for FIVE years the price was high, so it is not domestic production driving down the price of crude. And if a president wanted to stifle domestic production, production would not have been rising for the last FIVE years!

The price is down because the Saudis what to put the shale oil producers out of business. They need crude at $80 a barrel to make a profit and the Saudis have both lowered the price of crude and increased production to drive the price below $80. They have said they are prepared to drop the price as far as $50 per barrel to bankrupt the frackers.
