I’m not up to date with the genital mutilation thing. Is it any different than circumcision or are we talking about the same thing?

Yes. It is the removal of the clitoris, with a sharp object, while the subject is awake. Unspeakable cruelty.

But here's the reason why this law is being opposed:

The idea of taking the children from the parents, automatically terminating their parental rights will PREVENT people from reporting these crimes, in the same way that the immediate arrest and removal of a parent accused of child sexual abuse from the home keeps many children from reporting that abuse.

If victims have their entire lives and families destroyed by reporting, they will hold onto that secret until the day they die. I have a family member who was thrown out of her home, and sent to live with family hundreds of miles away, that she thought were DEAD, because when her step-father beat and raped her when she was 12, and she ran naked and bleeding to the neighbours for help and they called the police. Her mother called her a lying whore who was trying to steal her husband. This child is now retired, and her mother has never forgiven her for the "trouble" she caused that night.

I tried to talk a young boy into going to the police about the violent beatings he and his sister were being subjected to. He had told his grandmother but she herself had been beaten by her son's father and never reported it, either the father or the son. I told the boy I'd go to the police with him, but both he and his sister said that the family would never forgive them.

I wasn't commenting on those laws; I was pointing out that it's been done, recently, in this country as well as "backward" ones ---- and always for the same reason: Pathetic Male insecurities over the power of Female sexuality. That's what it has in common, everywhere.
 
I hasten to add that I don't think that child sexual abusers should remain in the homes with their victims, or that parents who practice FGM, but mandating the permanent removal of children from both of their parents, and terminating parental rights is not the way to go. Even children in foster care who have been horrendously abused and neglected just want to go home.

The basic premise of child protections laws is what is in the best interests of the child. Terminating parental rights permanently harms a child, and makes the original trauma even worse.
