Their explanation makes absolutely no sense whatsoever. The fact is that this was a attempt to make it harder for blacks to vote because they know who they are going to vote for. The people who participated did so of their own accord. We see how Republicans attempt to prevent minorities from being able to vote in places such as North Dakota.
