Harris dated former Willie Brown in 1994 and 1995. As the state assembly speaker, Brown appointed her to two political posts: the California Unemployment Insurance Appeals Board, and later the Medical Assistance Commission.

While Brown was still married when he and Harris started to date, he and his wife, Blanche Brown, had been separated 13 years by then. Harris' first, successful run for office in 2003 happened eight years after the relationship ended.
