Not sure about the above.....Perhaps a "Comprehensive Immigration Bill" may (or should) simply outline:
1. A much stronger border security
2. Heavy penalties for employers who hire illegal immigrants
3. Expatriation of illegals who have even minor legal offenses.

......and, YES, amnesty for hard working immigrants.
