The US IG hammered the FBI for using foreign informants they had not investigated / interviewed in far too long to confirm they were trustworthy and not playing them while having alternate agendas. Steele was one of these informants.

The State Department Deputy interviewed Steels, and he lied to her several times in minutes. She reportedly checked up on several of his lies immediately after he left her office, and she sent the Directors of the DOJ, NSA, CIA and FBI (Rosenstein, Clapper, Brennan, and Comey) notifications that Steele could no longer be trusted, that he had lied.
-- Despite this notification / confirmation of Steele's deceit, all of them STILL used Steele as a legitimate source of Intel.

STEELE himself told them he had no clue if the information was true or not - the FBI made no effort to confirm / validate any of the Dossier's contents for months.
-- Their FISA Court warrant request contained information they KNEW as false as well as Dossier contents they never attempted to confirm....despite, as Rosenstein 'preached to Congress', 'all information / statements in the FISA Warrant MUST be validated / confirmed to be TRUE - to do otherwise is a CRIME'.
