Which doesn't make any sense considering the money spent by many municipalities on the issue, and the layers of bureaucracy created to manage said money.

The primary issue is treating all homelessness as the same issue with the same causes. The second issue is the current system is designed to perpetuate homelessness, not fix it, because a fixed problem doesn't need 20 agencies to work on it continuously.

I realize some "don't give a fuck" but if their freedom is threaten and they face either being locked up or using a more sanitary method most will use the sanitary methods. If not lock their asses up. This bunch of pansy or money grabbers for keeping this kind of crap alive has gone on long enough.
