I haven't read the news today, but as of yesterday the FBI was stating they didn't know the motive yet, they weren't ruling out terrorism, and it was possible it was a mixed motive including workplace violence.
So, while it could well be terrorism - I'm going to go with what they are actually saying rather than rushing to a label.
Whatever this attack was, such attacks will never end as long as we meddle in the Middle East. If you can justify meddling in ME affairs, then your justification has to include the acceptance of these sort of attacks as part of the cost.
