The GOP did not want to deal with the issue. If repealing PPACA was such a priority, the previous administration would have passed an alternative while the GOP held Congress.

It's a complex problem. On the bright side the left communists led by Obama unconstitutionally forced the public to pay where they were uncovered, which was removed under the Trump regime.
