Cops and soldiers’ entire mindset is focused on being vigilant to possible threats. Most of them kill themselves after a mass murder because they don't have the balls to to to prison, so they make sure they kill themselves to avoid it. They avoid the possibility of getting injured by an armed citizen or guard.

Then maybe the solution is to make it back like my day. Kids used to be scared of teachers. Very few if any ever challenged them. In my day, what those teachers did to unruly kids would not only be in the local news, but a national story.
